On July 15, Secretary Liu Ning visited Linzhou, Anyang, to inspect flood preparedness, industrial transformation, and development zone reforms. He stressed the importance of following President Xi’s guidelines, carrying forward the spirit of the Red Flag Canal, and ensuring that flood control and industrial growth go hand in hand for safe and high-quality development.

At Wujiapo Village in Lingyang Town, Secretary Liu inspected river management work, emergency supply depots, and evacuation shelters. He urged local teams to stay fully focused during the critical “late July to early August” flood season. Responsibilities must be clearly assigned, river work accelerated, and mountain flood response plans improved. More drills should be held, and evacuation procedures refined to ensure quick handling of any emergency.

At the Hongqiqu Economic and Technological Development Zone, Secretary Liu first visited Linzhou Fengbao Pipe Co., Ltd. He emphasized that companies should pursue high-end, smart, and green development, speed up technical upgrades, and sharpen their competitive edge to breathe new life into traditional industries. He then visited Guangyuan New Materials to check their 5G electronic fabric production line. He called on leading firms to drive R&D, fill gaps in the supply chain, and push for cluster-based industrial growth.

He also noted that development zones should better integrate resources, improve infrastructure and public services, and create a more business-friendly environment so more companies are attracted to set up and grow there.

Secretary Liu further stressed that, in line with central government plans, the region must stay on a steady development path, boost domestic demand, nurture new consumption drivers, and ensure a smooth transition between old and new growth engines. Manufacturing should accelerate digital transformation, while employment and business stability must be protected. Efforts should also be made to integrate into the national unified market and promote county-level economies based on local conditions to meet annual targets.

On safety, he called for close monitoring of high-risk areas and sites, thorough inspections, and prompt closure of all identified risks to prevent major accidents. For flood control, duty systems must be strictly followed, weather and water conditions closely watched, and early warning and response mechanisms fully activated to protect people’s lives and property and maintain social stability.
